Hospital to Home Program
On 12 May 2019, the Hon Scott Morrison MP, Prime Minister of Australia, announced the time-limited investment of $36 million over three years to establish a new Hospital to Home and Wellbeing Program.
Of this investment, $16 million will be provided to the Centre of Perinatal Excellence (COPE) to roll out iCOPE, our digital mental health screening tool, in every public maternity hospital in Australia.
The remaining $20 million is earmarked for a National Partnership Agreement with state and territory governments to encourage the uptake and delivery of iCOPE, and/or to expand services for perinatal support in the community sector.
Engagement of States and Territories
The Commonwealth will establish a state and territory senior officials steering group. This will provide a mechanism for engagement to ensure successful implementation of the the Hospital to Home and Wellbeing Program in addition to other funded areas in mental health.
States and territory governments will be formally approached by the Commonwealth to provide nominations of an appropriate senior officer to be a member of the steering group.
About the Program
The Program is designed to support public hospitals in the provision of routine screening in line with best practice. Following extensive and successful trials of the iCOPE Platform across multiple healthcare settings, this is the chosen Platform that will be implemented under the Program.
The funding for the program will include the provision of tablets to all maternity hospitals engaged in the Program. This will enable expectant mothers and fathers to be screened in line with the National Guideline. Screening is comprised of the:
The iCOPE system instantly produces clinical reports containing summary scores and clinical advice for health professionals, together with tailored patient reports which can be accessed via email or SMS.
The digital approach to screening will also facilitate screening and reporting in multiple languages. Currently screening tools is available in twelve languages, and this will be expanded through funding provided through the Program.
New postnatal screen
The Hospital to Home Program also facilitates screening for new parents in the postnatal period.
This will be achieved through the development of a secure Application (App) that will enable new mothers and fathers to be screened remotely in their own home.
Here new parents will be provided with access to the self-assessment from six weeks following the birth of their child to assess the risk and presence of common symptoms of depression and anxiety. Reports will be provided to the parents as requested, and can also made available to their general practitioner.
Work is underway to scope and develop the digital interface to connect the iCOPE reports with existing electronic maternity and health record systems.
